Two Norfolk, Va.-area stores suspected of selling spice were placed on the off-limits list for sailors Nov. 5, according to a Navy release, while four businesses were removed from the list.

Hamilton Pipe and Tobacco at 4796 George Washington Memorial Highway in Hayes, and Lazy Days at 839 W. 21st St. in Norfolk, are now off-limits, according to a Navy release. Hamilton Pipe and Tobacco stores in Hampton and Newport News are already on the off-limits list, as is the Lazy Days store in Newport News.

Both stores were believed to be selling spice, a synthetic substance with effects similar to marijuana, according to Cmdr. Stacia Gawronski, Navy Region Mid-Atlantic Staff Judge Advocate.

The local businesses taken off the list, and the reasons cited by Gawronski for the removal:

Somewhere in Time, at 92 W. Mercury Blvd. in Hampton, was suspected of selling spice but went out of business.

Buck's Brand, a restaurant and strip club at 16906 Warwick Blvd. in Newport News, was on the list because of high criminal activity in the surrounding area, but it has increased security precautions and installed extra lighting, she said.

Vegas, a restaurant and bar at 14859 Warwick Blvd. in Newport News, also on the list because of high criminal activity, added extra parking lot security.

Auto Express II, a used car dealership at 5029 East Princess Anne Road in Norfolk, was on the list because the company practiced "bird dogging," in which employees would pay unlicensed salesmen, like sailors or other people with access to the Navy base, to bring them business, which is illegal in the state of Virginia. The dealership has since changed its sales methods.

The list won't change again until a January meeting, when businesses have the chance to appeal.

Sailors caught in an off-limits establishment will be subject to punishment under the Uniform Code of Military Justice, she said.

The Navy also has a zero-tolerance policy for sailors caught possessing or using spice.
