Colonel at War College faces child porn charges

CARLISLE, Pa. — A colonel at the U.S. Army War College in Pennsylvania is facing child-pornography charges after authorities say they found thousands of images of children on his personal laptop.

Col. Robert Joel Rice, 55, was arrested April 5 and faces 120 counts after more than 10,000 files of suspected child pornography were found on his laptop, said Cumberland County District Attorney David Freed.

Police interviewed Rice’s wife in early February after she reported finding child pornography on her husband’s laptop, which she turned over to authorities, Reed said.

“A detailed forensic analysis revealed thousands and thousands of images, but we stopped at 120,” Reed told Army Times.

There was no child pornography found on Rice’s computer at the Army War College, Reed said.

He is part of the war-gaming group at the Center for Strategic Leadership and Development, said Carol Kerr, the college’s spokeswoman.

Maj. Gen. Tony Cucolo, commandant of the U.S. Army War College, posted a message on his Facebook page to notify the school. He said the command was cooperating with the district attorney’s office.

“The allegations, if true, are very serious,” Cucolo said in the message. “He is innocent until proven guilty, and he and his family will receive appropriate support. Meanwhile, his clearance has been suspended and his duties here, pending adjudication, will be with projects that do not entail access to classified information.”

Rice was being held in Cumberland County Prison in lieu of $100,000 as of April 5. It wasn’t immediately clear whether he had an attorney.
