E-9 ADVANCEMENTS

Advancement opportunity for prospective E-9s remained almost flat, with only one more quota for fiscal 2014 than the previous year.

The chance to make master chief is about 15 percent this year — keeping advancement opportunity at a 10-year high.

Though not a guarantee, this bodes well for all enlisted advancements this year. It’s an early indication that the “steady state” of advancement levels, projected by officials last year, will be a reality.

The master chief advancements are the best since 2002 and 2003, when opportunity hovered around 20 percent. That number dropped to 11 percent in 2004, where it stayed until last year when it jumped to 15 percent.

Officials attribute the recent trend of strong enlisted advancements to the fact the drawdown is over for the Navy, and there are fewer overmanned ratings.

Based on this year’s E-9 quotas, 483 of the 3,159 eligible senior chiefs will add a second star to their anchors.

In other good news, this year’s E-9 board brought no drama. Last year, the board’s convening order, quota plan and membership list were leaked prior to the board’s start, putting the board’s integrity at risk and forcing a delay.

No such problems arose this year, and the board took session April 22.

While quotas were still pretty good for reserve full-time support communities, opportunity did decline from last year. Twenty will advance out of 113 eligible candidates, or a near 17 percent shot at moving up. Opportunity was almost 21 percent last year.

The best shot at active-duty master chief came for submarine-qualified nuclear machinist’s mates who will advance almost 65 percent, or 11 of 17 eligible candidates. That’s up from a 16 percent shot last year.

In all, 40 ratings will promote above the Navy-wide 15 percent average, and 31 will fall below. Three ratings — legalman, machinery repairman and special band musicians — don’t have any quotas this year.
