Project Warrior eligibility guidelines defined

Nominated and validated officers of these branches are eligible to participate in the fiscal 2014 Project Warrior program:
■Field Artillery
■Air Defense
■Military Police
■Military Intelligence
■Medical Service

Human Resources Command has released details of the Army’s program to select high-potential captains for special duty.

The program, called Project Warrior, is open to active-component commissioned officers in 12 combat arms, combat support and combat service support branches.

The Army will use the program to identify and develop high-potential captains for duty as observers, trainers, coaches and small-group leader instructors at combat training centers and branch service schools.

According to the details released June 3, candidates must have a superior performance record serving in key and developmental positions for their branch and rank, as defined in DA Pamphlet 600-3, the Officer Personnel Management System career guide.

Candidates also must have at least three years of experience serving in company-, battalion- or brigade-level units before entering the PW program. They also should be viewed by assignment officers as being among the best-qualified members of their branch.

Officers in the four-phase program will remain in candidate status until they complete the first three phases and are approved for a 24-month assignment as a small-group leader instructor at a Training and Doctrine Command Center of Excellence, such as the centers for maneuver, fires, maneuver support, intelligence and aviation for Phase IV.

The four phases are:

■Phase I: The early identification of talent by battalion commanders, who will assess their assigned population of lieutenants with 36 to 42 months of service. Assessments will be based on performance and potential. Career managers at HRC will validate nominations and prioritize assignments of PW candidates to the Captains Career Course.

■Phase II: Brigade commanders will identify potential PW candidates from among the captains who are serving in key developmental positions, such as company command, and who have a superior performance record. HRC’s officer directorate will validate the nominations and schedule approved candidates for a 24-month assignment to a combat training center as an observer, coach and trainer, or OCT.

■Phase III: Commanders of operation groups at the combat training centers will nominate PW candidates from among their assigned population of OCTs. The nominations will be based on potential and performance, particularly during the after-action reviews that follow exercises, and other indicators of the candidate’s potential to be an effective small-group leader instructor. Once the nomination is approved by HRC, the officer will be scheduled for a 24-month assignment as a small-group leader instructor at a center of excellence.

■Phase IV: The officer is assigned to a TRADOC center of excellence, and is officially recognized as a Project Warrior Officer.

Commanders can nominate officers as a candidate during any of the PW phases, but formal acceptance requires career branch approval.

Three cohorts of officers will be nominated and assigned annually to PW positions. For fiscal 2014, those are:

Cohort 1: The best-qualified OCTs who are assigned as small-group leader instructors, are members of year groups 2005-2007, and are able to complete a 24-month tour as a small-group leader instructor.

Cohort 2: Officers in year groups 2007 and 2008 who have been nominated by a brigade commander, have completed a key developmental assignment in their branch, have served at least 36 months in a company-, battalion- or brigade-level unit, and are available to complete a 24-month assignment as both an OCT and SGLI.

Cohort 3: Year group 2010 lieutenants who are eligible for promotion, have completed a developmental assignment and have been nominated as PW candidates by battalion commanders based on performance and potential.

Commanders who are authorized to nominate officers as PW candidates also can recommend they be removed from the program based on derogatory information, unfavorable performance or adverse actions.

As envisioned by Army Chief of Staff Gen. Ray Odierno, Project Warrior will use experiences gained through multiple rotations and exercises at combat training centers and infuse them back into the Army through courses at TRADOC centers and schools.

In selecting officers for this high-priority and prestigious program, commanders and personnel officials will focus on identifying captains who are in the top 10 percent of their year group, and who have below-zone promotion potential and potential for future service as battalion and brigade commanders.

Once officers complete the program, their Officer Record Briefs will show the title “Project Warrior Officer.”
