Navy releases some delayed promotions, but warrant list still pending

Navy officials released the delayed October promotions for nearly all line and staff officers, though the active-duty warrant officer promotion list is still working its way through the approval process.

Navy officials released two supplementary fleetwide messages Wednesday — as of Friday, they had yet to post on the Navy’s naval administrative message website — containing the names of officers that will move up this month but were not on the initial list of October promotions put out Sept. 30.

NAVADMINs 255/13 and 256/13 include the names and and a Oct. 1 date of rank for eligible:

■ Active line and staff O-3s and O-4s.

■ Active and Reserve all-fully-qualified O-3s as well as Reserve warrant officers 3, 4 and 5.

The supplemental list of names was necessary, personnel officials say, because the final reviews of the active and Reserve O-3s and O-4s as well as the reserve warrant officers, had yet to be fully vetted in time to be included on the initial Sept. 30 promotion message.

But there’s still no definite word on when the active-duty warrant list announcing who will advance in fiscal year 2014 will be released, causing concern in the fleet that there were problems with the list, or the selection board.

The board convened June 12. Navy officials say the delays are “routine” and insist there are no problems with the list or the board.

Navy officials told Navy Times on Friday that the list was moving through the system, though they couldn’t say when it would be released.

However, those due for October promotion will get backdated ranks and all back pay due them, officials said — once the list is released and it’s determined which officers will move up first.

In 2012, the active-duty warrant officer board convened June 11 and results were released Aug. 17.

This year’s Reserve warrant list was also late, released Sept. 23. That board convened June 13. In 2012, results from the June 14 board were released Aug. 16.
