OSI takes custody of U.S. service member in connection with sailor's death in Germany

A U.S. service member detained by German police in connection with the death of a U.S. sailor is in custody of the Air Force Office of Special Investigations for further questioning, said OSI spokeswoman Linda Card.

The service member has not been charged by U.S. law enforcement, so OSI could not release the service member’s name or other personal information, Card said in an email to Air Force Times on Thursday.

“OSI has not yet received the full official jurisdiction authority (paperwork) from the Germans,” Card wrote. “The German Prosecutor’s Office is still holding some of the evidence. All should be transferred to us tomorrow. A search of the car and house will occur tomorrow. The Staff Judge Advocate is working the pretrial confinement plan now.”

Navy Petty Officer 2nd Class Dmitry Chepusov was declared dead by German medical authorities Saturday after being found unresponsive in a privately owned vehicle in Kaiserslautern, according to a Tuesday news release from U.S. European Command.

Chepusov, 31, of Edgewater, N.J., was assigned to American Forces Network-Europe, according to the news release. The cause of death is under investigation by U.S. and German authorities.

“We are deeply saddened by the tragic loss of one of our own,” Lt. Col. Sherri Reed, commander of American Forces Network-Europe, said in the news release. “Dmitry was a true shipmate, always watching out for his fellow service members. Our thoughts and prayers are with his family and friends during this difficult time.”

Stars and Stripes reported on Thursday that a German judge had charged a U.S. service member with manslaughter in connection with Chepusov’s death.
