View Full Version : NAF Atsugi -Why did the Navy send personnel and families to a toxic wasteland?

The Navy Times have published an articles about me and the work I am doing to get the Navy to help those who were exposed to incinerator emissions while living at NAF Atsugi, Japan. Many people have had cancer and are seriously ill. I hope that you find the information beneficial to our military community. I recently published a website with most of the information I have received, via FOIA request, while researching why the Navy continued to station people after they knew that the DIOXIN, Heavy Metals and many chemicals exceeded EPA standards.

Wow, I visit Atsugi monthly and didn't realize this. Hopefully enough publicity can be generated to affect a change in this situation. Gotta' remember to bring along a clothes-pin for my nose!

Navy Inspector General Reports and other data have been added to

The Naval Inspector General reports stated that the Navy must act decisively to reduce personnel exposure to the incinerator contamination and there was a wide range of options in which the Navy had direct control, while negotiating with the GOJ. These options included moving U.S. personnel to other locations, mandatory tour length restrictions, and unaccompanied tours, pulling out of Atsugi completely and or abandoning the housing and other facilities closest to the incinerator.

Navy Medicine releases June 2008 report on Atsugi's Toxic Exposure
Is NAF Atsugi’s soil still contaminated with Heavy Metals & Dioxin……? :confused:
The Bureau of Medicine and Surgery (BUMED) recently released the REVIEW OF NAF ATSUGI HEALTH RISK ASSESSMENTS AND RELATED ENVIRONMENTAL DATA TO DETERMINE IF ADDITIONAL POPULATION-BASED MEDICAL SCREENING IS INDICTED.
Battelle prepared this Technical Report for the Navy and Marine Corps Public Health Center NMCPHC (formally the Navy Environmental Health Center – NEHC) in June 2008.
The following is an abstract of the recommendation & the final assessment portions of the report:
(1) Evaluate of Current Soil Contamination –sampling for residual pollutants. Soil sampling should be conducted to evaluate the current hazard.
(2) Establish an Outreach Program for Communication with Former NAF Atsugi Residents.
“.it seem likely that very few of the NAF Atsugi residents during the initial ten years of incinerator operation have had the opportunity to learn about their exposed and potential health risk…..” One of the many messages should be to encourage all former NAF Atsugi residents to follow the U.S. Preventive Services Task Force guidelines for routine preventive care
(3) Exposed NAF Atsugi population should be defined and identified as members of an Atsugi Registry
(4) Medical Evaluation should be conducted via the use of validated questionnaires of respiratory health in individuals who were under 16 while a resident at NAF Atsugi/ For those indicating respiratory
symptoms, screening pulmonary function tests.
(5) A review should be conducted of pediatric lead levels at NAF Atsugi during the years of incinerator operation with a comparison levels in children of comparable age collected under comparable protocols at other naval facilities. Counseling about neuro- behavioral effects of moderate lead exposure should be provided if average lead levels are significantly higher
The Navy recently contracted Battelle to review the NAF Atsugi's data and provide recommendations. Navy Medicine posted the report on their website, along with their comments - The first six pages is the Navy's

Update:
www.atsugi-incinerator-group.com has been updated with VIDEO of the incinerator blowing toxic chemicals into NAF area. One video was provided to me via FOIA, and is part of the Navy’s attempt to monitor the incinerator. The other video was provided to me from a family who lived in the High-rise at NAF Atsugi with their balcony facing the incinerator and golf course.
I am sure that this painfully humiliating for the Navy, but as far as I am concerned, until they actively embrace this issue, I am going to be the Navy’s constant reminder that military families are suffering and dying and they have to be proactive.

NAF Atsugi Environmental Data
Evaluation of the soil at NAF Atsugi was one of the several recommendations made by Battelle. Unlike many of the recommendations Battelle made, the Navy actually did this. In September 2008, soil sample like those taken in 98 for Heavy Metals, Dixon and other Toxic Chemicals in the residential areas, such as the towers, school and CDC were taken. I requested the last 180 days of environmental testing, including the soil test. I received some data including the drinking water –
However, the soil sample report was not released. The Navy stated that the request was except from disclosure, 5 U.S.C. § 552(b)(5) – My request was DENIED. If the Soil at NAF Atsugi is not contaminated then why is the Navy concealing the results?
