Sergeant and staff sergeant promotions will take a mid-winter plunge in February, totaling less than half of the monthly average of 2,845 for those ranks in fiscal 2009.
Cutoff scores issued in mid-January, about one week earlier than usual because of the Inauguration, call for 994 promotions to sergeant on Feb. 1 and 423 to staff sergeant.
Personnel officials expect that the promotion point trend analysis for E-5 and E-6 will be released during the third week of January, as will monthly sequence numbers for February promotions to sergeant first class, master sergeant and sergeant major.
February totals for sergeant and staff sergeant are well below the monthly average of 2,864 for sergeant and 1,649 for staff sergeant since Oct. 1, the beginning of fiscal 2009.
Pentagon officials expect that nearly 51,000 soldiers will be promoted to the NCO ranks this year, 27,000 of them to sergeant, and 13,400 to staff sergeant.
The projection is consistent with annual promotion totals of recent years.
Because NCO promotions are based on budgetary considerations, and actual and projected vacancies in more than 160 specialties, monthly totals vary widely throughout the year.
Soldiers promoted to sergeant and staff sergeant in February will come from a pool of 32,000 promotable specialists, corporals and sergeants.
These totals would be larger if more soldiers in chronically short-handed specialties called “STAR MOS” were on local selection lists.
As of Jan. 15, there were 15 STAR specialties for sergeant, and six for staff sergeant. Those specialties are:
Sergeant – 13P, 14S, 15J, 15N, 21C, 21D, 21P, 25P, 25Q, 25R, 35H, 35L, 35N, 46Q and 63D.
Staff Sergeant – 09L, 35L, 35M, 79R, 89D and 94S.
Soldiers can be promoted to sergeant and staff sergeant Feb. 1 if they meet the cutoff score for their MOS, and held promotable status during Dec. 20, 2008-Jan. 8, 2009.
Army policy also requires that soldiers meet the following criteria:
• Staff sergeant primary zone – sergeants with at least 72 months in service, and 10 months in grade as an E-5.
• Staff sergeant secondary zone – sergeants with less than 72 months of service, and less than 10 months time-in-grade.
• Sergeant primary zone – corporals and specialists with at least 36 months of service, and eight months time-in-grade.
• Sergeant secondary zone – corporals and specialists with less than 36 months of service, and less than eight months time-in-grade.
