Default Article 15s for nuke handlers who fell asleep

The three missile officers at the 91st Missile Wing who fell asleep on July 12 while still in possession of classified components received non-judicial punishment under Article 15 of the Uniform Code of Military Justice on Aug. 28, officials said.

The two first lieutenants and one captain also lost their certification in the Personnel Reliability Program making them ineligible to work with nuclear weapons. And they were fined an unspecified amount from each of the next two months pay.

Two squadron commanders and several other officers at the wing received administrative actions for their roles in the incident involving classified components containing superceded missile launch codes for Minuteman III intercontinental ballistic missiles at Minot Air Force Base, N.D.

Maj. Gen. Roger Burg, 20th Air Force commander, issued the Article 15s to the three officers who had just completed a 24-hour shift and were waiting in the rest area of the launch control center’s support building while awaiting permission to leave the secure zone.

Air Force regulations mandate at least two of the officers must remain awake while in control of these items.

“We hold everyone involved in this mission to the highest standards of performance and accountability every day, and we will not tolerate substandard performance,” Burg said.

Air Force Space Command officials also announced two other incidents under investigation that occurred at launch control centers over the past three years:

* An unnamed officer reported to Space Command officials last May that he and another officer previously assigned to the 91st failed to destroy classified tamper devices used in launch control centers in 2005 even though both signed paperwork stating they had done so, said Maj. Laurie Arellano, a command spokeswoman.

The incident is still under investigation, but it was reported after the officer disclosed what happened during an interview for another assignment necessitating a security clearance, Arellano said.

* The other incident involves an alleged sexual assault. A female missile combat crew member reported that a male crew member exposed himself while the two were on duty at a launch control center at Malmstrom Air Force Base, Mont., in December 2007, officials said.

The female officer initially issued a restricted report that prevented authorities from investigating it further. Last March, she took the restriction off allowing Space Command officials to investigate possible disciplinary action. Both officers are still at Malmstrom, Arellano said.

Article 15's??? These so called officers should be court martialed and relieved!! This is classified material. I bet you if that was an enlisted man, we would be thrown in prison for life!!! Defense Secretary Robert Gates should investigate this right away!! Remember what happened to Air Force Chief of Staff Gen Moseley and Air Force Secretary Winn, Robert Gates canned them and he had every right to!!! These officers I believe should be relieved of their commands for gross negligence and incompetence also they should be court martialed and thrown in prison. This is disgraceful to our nation!!!! Robert Gates should end these guys careers for this and these officers should not be allowed to be successful for the rest of their lives!!! This is regarding the security of our nation and no one should let this go under the rug!! This is just another example of bad leadership in the military!! Like Defense Secretary Robert Gates said when the Walter Reed Scandal broke out, "Leaders of the military will be accountable for what they say and do no matter what rank and position!!!"

There is a difference when an officer gets an Art 15 and when an enlisted person get one. For the O, it has a lot bigger carreer impact than for an E. Plus they were taken off of PRP, another big black mark on their record. On the outside, it may look like a minor punishment, an Art 15 for sleeping/ not safeguarding classified, but it will most likely put an end to any carreer advancement. An enlisted person who gets a 15 can often put it behind them and move on in time, it is a lot harder for an O to overcome it. Yes it was a serious error and had the potential for being a lot worse, but the punishment was probably in line with what it should be.

That's a load of BS. They lied about properly disposing of classified material, and fell asleep on duty. They would be in the brig if they were enlisted, but the good ol' boys club comes through again. Their career is stopped, true, but it should have been ended dishonorably. Unbelievable.

Having worked in the missile field for almost 6 years, I know exactly what happened. They didn't lie about anything... they fell asleep with a case with superceded codes in their possesion. They had just spent 24 hours locked in a capsule 60' below ground, not including the few hours it took to drive out to the site, and the couple hours to draw the codes, check out their vehicles, and get briefed. Then, for some reason, after they were releived, they came upstairs to the topside facility, manned by 6-10 armed personnel and a cook & FM. For some reason they weren't allowed to immediately depart for main base... so they kicked back in the TV room and dozed off. I have no idea how they slept for 3 hours without anyone else coming in the room, or their 4th crew member checking on them.

Yes, they violated procedures and should have been punished... but the punishment, and the public manner in which it was carried out are merely to appease the public who has no idea what really happened.

Why didn't they say that then? It makes sense when you explain it. Also, if they were relieved, how did they do anything wrong?

they still had the expired codes in their possesion; they get transported back to main base. The crews drive in/out to launch control facilities, which can be up to 3 hours (in good weather) from the main base.

the codes were superceded. However, they remain two person control items until they are returned to base and an officer in the codes division decertifies them. At that point, the codes are just so much pieces of metal. To those who are not aware of nuclear procedures, this sounds like the end of the world with what they did. However, in reality, there was no real violation of national security. Yes, they screwed up, but the punishment far outweighed the crime. This has happened in the past and was rectified with in house punishment that allowed the officers to continue their careers. Before you all (not you, but the others who posted) are so ready for their heads, consider this, Admiral Nimitz beached a ship when he was a young ensign. By the one mistake mentality of many on this board, he should have been canned as an ensign and we would have then been deprived of one of our great military leaders. Who is to say that one of these young officers would not be the same?

Its the Air Force. Is any of this, like dude, like totally, a big deal? The AF is a civilian corp-whats the big deal with nuke security codes anyway?
