i cant understand why Title 32 civilian employees are not entitled to an enlistment or reenlistment bonus. anyone have some insight?

Title 32. You are reffering to ART positions correct?

no, i am referring to the national guard technicians. civilian GS positions. not an Air Reserve Technician. until recently, ART's were not required to wear a uniform to work, but National Guard technicians have, from my understanding, always been required to wear there military uniform, although we are not paid BAH, BAS, do not recieve any health benefits, nor do we recieve clothing allowances. a gripe of mine for another day...

The answer is because if you are a Title 32 Civilian, you are not in the Guard as a military member See Title 32 Chapter 7 section 709 Para c. If you are dual status based on that particular position (an ART position-civil service that comes with a Traditional Guard position) then you are not a title 32 Civilian, you are a Title 10 civilian under title 32 See Title 32 Chapter 7 Sec 709 para B sub para 1and thereby not eligible for a bonus based on the Guard position -See AFI 36-2638 para 1.1.4. You may be eligible for a bonus based on the Civilian portion of the ART position depending on how long you have been an ART.
