Navy Region Southwest has launched a crackdown (http://www.navytimes.com/story.php?f=1-292925-1998104.php) on excessive drinking, issuing strict new guidelines for sailors on alcohol consumption and administrative punishments for those who fail to follow the rules.

I'm retired AF (and grew up a Navy brat) living in the San Diego area and I have seen drinking cost people their careers and any chance of promotion. One Navy enlisted man I know was caught DUI last year and that killed any chance of his making Chief. He'll retire this year. I've had friends who have lost rank, chance of promotion, loss of driving privileges all because of alcohol. The policy is sensible considering a military person's actions off-duty are directly related to their position as a military member. They must at all time present a favorable military image.

CNRSW's new policy is 0-0-0-1-3
0 Alcohol for anyone under the age of 21.
0 Alcohol for anyone on duty.
0 Alcohol for anyone who is going to be getting behind the wheel of an automobile and driving.
1 No more than 1 drink in an hour.
3 No more than 3 drinks in an evening.

0 alcohol for anyone under the age of 21 includes duty stations, or countries that have drinking ages below the age of 21. So Sailors and Marines that fall under CNRSW can NOT go to Mexico where the drinking age is 18 and drink. If Shore Patrol catches a 19 year old Sailor comming back from Mexico and is intoxicated, he has violated the new policy. And as far as the 1 drink an hour, and 3 drinks an evening CNRSW has stated that it is just a suggestion to keep you out of trouble and keep you safe.

I was at 3 commands that had "Arive Alive" cards, or some form of the card. You are to drunk to drive, you use your card to get a taxi home, and the command gets billed for the taxi ride. Some commands MWR paid for the taxi, others gave you 3 paydays to pay it back yourself. But the point is, with the "Arive Alive" card policy in place at all 3 commands. The commands were STILL plagued with DUI's. Some commands had 3 or 4 a month, while others had even higher DUI cases a month. Although I support whole heartedly CNRSW's policy. I would like to see how well it is implimented. Will Mr CNRSW go to dinner, drink a glass of wine with dinner, and then give his keys to Mrs CNRSW to drive him home?

I think the CNO needs to come out with policy that sounds more like our Drug Policy. ZERO tollerance on DUI's. The CNO would not be saying you can not drink. He would be saying drink responsibly, and if you drink, and you drive, and you get a DUI you are OUT! :thumbdown That would be a positive deturant for anyone who wants to drink and then get supid and drive. And like the Zero Tolerance on Drugs policy, it is universal from E-1 to O-10. Anyone with a DUI is out. And I think that a Zero Tollerance on DUI's as a policy would be a sound one. If a Sailor can not use some common sense when he has been drinking and realize that he should not drive. What kind of decisions will that same sailor make when it comes to real leadership issues?

That's my 2 cents.
