Donations can be sent quickly to hurricane-stricken areas

The Office of Personnel Management is trying to make it easier for federal employees to quickly donate money to areas affected by this year's hurricanes Gustav and Ike.

OPM on Sept. 8 issued a memo to CFC Local Federal Coordinating Committees allowing them to solicit and quickly disburse contributions to charities supporting Hurricane Gustav relief efforts. On Sept. 15, OPM authorized the same steps for Hurricane Ike relief.

CFC is normally a long-term donation program, where participants donate a small part of each paycheck to charities of their choice. CFC usually does not start to distribute funds to charities until the April after each campaign.

But the quicker disbursement would allow lump-sum donations to be made and distributed for hurricane relief in October or November, CFC Director Mark Lambert said Sept. 24. OPM allowed a similar disbursement process after Hurricane Katrina that distributed almost $300,000 in November 2005, two months after the storm wrecked New Orleans and the Mississippi coast.

The Chesapeake Bay Area CFC, which includes Baltimore, is taking part in the quicker disbursement process. The campaign has posted information on its Web site, www.cbacfc.org, that tells employees how to make special donations.

“One thing we’re encouraging folks to do, even if they give cash or a check [for immediate relief], is to think about doing a payroll reduction too, to replenish charities’ coffers so they can be ready for next year,” said Linda Siegle, chairwoman of the Local Federal Coordinating Council for the Chesapeake Bay Area CFC.

However, the two largest campaigns — the National Capital Area CFC and the Overseas CFC — are not participating in the hurricane drives.

Anthony De Cristofaro, National Capital Area executive director, said Washington-area campaign managers reported little interest from their departments in the program. Helping hurricane-stricken areas as time goes on is more important than quick infusions of cash, he said.

"As charities continue to assist people in their long-term rebuilding, CFC pledges will help," De Cristofaro said.

The Federal Emergency Management Agency has also identified CFC charities such as the Red Cross, Catholic Charities USA and Habitat for Humanity International that help with relief efforts.
