The Army plans to promote 1,877 NCO to the ranks of sergeant though sergeant major in August, which is 82 more than in July.

August cutoff scores authorize 478 promotions to staff sergeant and 1,210 to sergeant. The E-6 advancements will go to soldiers in a pool of 13,864 eligible sergeants, and the E-5 promotions to soldiers in a group of 11,227 promotable specialists and corporals.

There will be nine promotions to sergeant major, which will reduce the 2013 sequence list to two names. The 2014 sequence list was released in June following graduation of Class 64 from the resident Sergeants Major Course.

The Army has authorized 30 advancements to master sergeant, which will reduce the 2013 list to 1,351 names, and 150 promotions to sergeant first class. On Aug. 2, 3,777 names will remain on the 2014 E-7 list.

There would be additional promotions to sergeant and staff sergeant if more soldiers in chronically short-handed specialties, called STAR MOSs, were boarded and on selection lists.

As of late July, there were 25 STAR MOSs for sergeants, and 17 for staff sergeants.

Sergeant and Staff Sergeant promotion rules

Regular Army and Active Guard and Reserve (Army Reserve) criteria for recommendation:

Military Occupational Specialty – Soldier must be recommended for promotion in his or her career progression MOS, and be fully qualified for advancement in that specialty as required in DA Pam 611-21 (MOS Classification and Structure). Waivers are authorized for soldiers who are reclassifying.

Civilian Education – Must have a high school degree, a General Education Development certificate or an associate's degree or higher.

Military Education - Specialists and corporals must complete Structured Self Development-1 to be recommended for advancement to sergeant. Sergeants must complete the Warrior Leader Course to be recommended for promotion to staff sergeant.

New Requirement – On Feb. 1, 2015, Structured Self Development-2, or SSD-2, will be required for sergeants to be recommended for promotion to staff sergeant. Promotable sergeants who already have been integrated onto the E6 list must complete SSD-2 or the Common Core phase of the Advanced Leader Course no later than Jan. 8, 2015 to retain their promotable status. Soldiers who fail to meet this requirement will be removed from the E6 list.

Re-enlistment Eligibility – Soldier must be eligible for re-enlistment, except that soldiers who are barred from re-enlisting solely because of Disability Evaluation System processing remain eligible for promotion recommendation.

Physical Qualifications - Soldiers remain eligible until determined physically unfit by the Disability Evaluation System. Soldiers regain eligibility when declared fit by the secretary of the Army, or when approved for continuation under the provisions of Chapter 6, AR 635-40 (Physical Evaluation for Retention, Retirement or Separation).

Army Physical Fitness Test – Soldiers must have a current passing score on the APFT as determined by appropriate regulations and field manuals.

Weight Control – Soldiers must be in compliance with AR 600-9 (Army Body Composition Program).

Army Substance Abuse Program – Soldiers are not eligible for promotion recommendation unless they self-referred themselves to ASAP.

Disciplinary Action – Soldiers are not eligible for promotion recommendation if they are flagged under the provisions of AR 600-8-2 (Suspension of Favorable Personnel Actions).

Time requirements for staff sergeant recommendation:

■ Secondary Zone – 47 months of time in service, and six months of time in grade.

■ Primary Zone – 71 months TIS, and nine months TIG.

■ Command List Integration – 83 months TIS, and 11 months TIG.

Time requirements for sergeant recommendation:

■ Secondary Zone – 17 months TIG, and five months TIG.

■ Primary Zone – 35 months TIS, seven months TIG.

■ Command List Integration – 47 months TIS, and 11 months TIG.

STAR Military Occupational Specialties:

Additional promotions to sergeant and staff sergeant would have been authorized for August if additional soldiers in short-handed specialties, called STAR MOS, were boarded and on the E5 and E6 lists. As of late June, the STAR MOS were:

Criteria for Promotion Pin-On:

Military Occupational Specialty – Soldier must be promoted in his or her career progression MOS, and be fully qualified in the MOS to include all schooling requirements. Waivers are authorized for soldiers who are reclassifying.

Military Education – Sergeants must be a graduate of the Warrior Leader Course or a higher level of professional military education. Soldiers who were appended to the staff sergeant list or promoted to staff sergeant before Jan. 1, 2014 must graduate from the WLC no later than Sept. 30, 2014 to retain their E-6 stripes. Soldiers who were deployed on Jan. 1, 2014 must complete WLC no later than 270 days after redeployment to remain on the E-6 list or retain their staff sergeant stripes if previously promoted without WLC credit.

Selection Boards

Sergeant major – Promotions to be made from 2013 list. The 2014 sequence list (Class 64) was released June 20. Results of the 2014 selection and training board are pending release.

Master sergeant – Promotions to be made from 2014 list. The 2015 board meets in February.

Sergeant first class – Promotions to be made from the 2014 list. The 2015 board convenes in June.
