TEHRAN, Iran — The largest warship in the Iranian navy caught fire and later sank Wednesday in the Gulf of Oman under unclear circumstances, the latest calamity to strike one of the country’s vessels in recent years amid tensions with the West.

The blaze began around 2:25 a.m. and firefighters tried to contain it, the Fars news agency reported, but their efforts failed to save the 207-meter (679-foot) Kharg, which was used to resupply other ships in the fleet at sea and conduct training exercises. State media reported 400 sailors and trainee cadets on board fled the vessel, with 33 suffering injuries.

The ship sank near the Iranian port of Jask, some 1,270 kilometers (790 miles) southeast of Tehran on the Gulf of Oman near the Strait of Hormuz — the narrow mouth of the Persian Gulf. Satellite photos from Planet Labs Inc. analyzed by The Associated Press showed the Kharg off Jask with no sign of a fire as late as 11 a.m. Tuesday.

Photos circulated on Iranian social media showed sailors wearing life jackets evacuating the vessel as a fire burned behind them. Fars published video of thick, black smoke rising from the ship early Wednesday morning. Satellites from the U.S. National Oceanic and Atmospheric Administration that track fires from space detected a blaze near Jask that started just before the time of the fire reported by Fars.

Iranian officials offered no cause for the fire aboard the Kharg, though they said an investigation had begun.

This photo made available by Asriran.com on June 2, 2021, shows personnel standing on Iran’s navy support ship Kharg after being caught on fire in the Gulf of Oman. (Asriran.com via AP)

Meanwhile, a massive fire broke out Wednesday night at the oil refinery serving Iran’s capital, sending thick plumes of black smoke over Tehran. It wasn’t immediately clear if there were injuries or what caused the blaze at the Tondgooyan Petrochemical Co., though temperatures in the capital reached nearly 40 degrees Celsius (104 degrees Fahrenheit) and hot summer weather in Iran has caused fires in the past.

The fire Wednesday aboard the Kharg warship follows a series of mysterious explosions that began in 2019 targeting commercial ships in the Gulf of Oman. The U.S. Navy accused Iran of targeting the ships with limpet mines, timed explosives typically attached by divers to a vessel’s hull.

Iran denied that, though U.S. Navy footage showed Revolutionary Guard members removing one unexploded limpet mine from a ship. The attacks came amid heightened tensions between the U.S. and Iran after then-President Donald Trump unilaterally withdrew America from Tehran’s nuclear deal with world powers. Negotiations on saving the accord continue in Vienna.

The comments by Cmdr. Sean Kido came as the Navy showed reporters pieces of debris and a magnet they say Iran's Revolutionary Guard left behind when they spirited away an unexploded limpet mine after the June 13 attack in the Gulf of Oman. Iran has also not acknowledged taking the mine.

In April, an Iranian ship called the MV Saviz believed to be a Guard base and anchored for years in the Red Sea off Yemen was targeted in an attack suspected to have been carried out by Israel. It escalated a yearslong shadow war in the Mideast between the two countries, ranging from strikes in Syria, assaults on ships and attacks on Iran’s nuclear program.

The Israeli prime minister’s office did not respond to a request for comment Wednesday regarding the Kharg. Pentagon press secretary John Kirby said the U.S. was aware of the loss of the ship, but declined to comment further.

State TV and semiofficial news agencies on Wednesday referred to the Kharg, named after the island that serves as the main oil terminal for Iran, as a “training ship.” The vessel often hosted cadets from the Imam Khomeini Naval University on the Caspian Sea.

This undated photo provided by the Iranian army shows navy’s support ship Kharg. Kharg, the largest warship in the Iranian navy caught fire and later sank June 2, 2021, in the Gulf of Oman under unclear circumstances, semiofficial news agencies reported. (Iranian army via AP)

Like much of Iran’s major military hardware, the Kharg dated back to before Iran’s 1979 Islamic Revolution. The warship, built in Britain and launched in 1977, entered the Iranian navy in 1984 after lengthy negotiations. That aging military equipment has seen fatal accidents as recently as Tuesday, when a malfunction in the ejector seats of an Iranian F-5 dating back to before the revolution killed two pilots while the aircraft was parked in a hangar.

In recent months, the navy converted a slightly larger commercial tanker called the Makran to use it as a mobile launch platform for helicopters. The Kharg also could launch helicopters on a smaller scale.

But the newer vessel likely can’t fill the role of the Kharg, which could handle both refueling and replenishing supplies of ships at sea, said Mike Connell of the Center for Naval Analysis, an Arlington, Virginia-based federally funded nonprofit that works for the U.S. government.

The Kharg also was seaworthy enough to sail through the Suez Canal into the Mediterranean Sea and into South Asia in the past and could lift heavy cargo.

“For the regular Iranian navy, this vessel was very valuable because it gave them reach,” Connell said. “That allowed them to conduct operations far afield. They do have other logistics vessels, but the Kharg was kind of the most capable and the largest.”

The sinking of the Kharg marks the latest naval disaster for Iran. In 2020, during an Iranian military training exercise, a missile mistakenly struck a naval vessel near Jask, killing 19 sailors and wounding 15. Also in 2018, an Iranian navy destroyer sank in the Caspian Sea.

Gambrell reported from Dubai, United Arab Emirates. Associated Press writers Joseph Krauss in Jerusalem and Robert Burns in Washington contributed to this report.

TEHRAN, Iran — The top commander of Iran’s paramilitary Revolutionary Guard said Friday that his country was fully prepared to respond to any U.S. military pressure as tensions between Tehran and Washington remain high in the waning days of President Donald Trump’s administration.

Gen. Hossein Salami spoke at a ceremony at Tehran University commemorating the upcoming one-year anniversary of the U.S. drone strike in Baghdad that killed Revolutionary Guard Gen. Qassem Soleimani, who headed the expeditionary Quds force, on Jan. 3, 2020.

At the time, Iran retaliated by launching a ballistic missile strike on a military base in Iraq that caused brain concussion injuries to about 100 U.S. troops. Washington and Tehran came dangerously close to war as the crisis escalated.

“Today, we have no problem, concern or apprehension toward encountering any powers. We will give our final words to our enemies on the battlefield,” Salami said, without mentioning the U.S. directly. Several top Iranian officials, along with Syrian, Palestinian and Lebanese allies and members of Soleimani’s family, were in attendance.

Soleimani’s replacement, Brig. Gen. Esmail Ghaani, said at the ceremony that Iran was not afraid of confronting “powers,” again without naming the U.S. He also warned that “freedom seekers” within the U.S. could retaliate for the attack that killed Soleimani, telling America that “inside your own home, there might be those who want to respond to the crime that you committed.”

The head of Iran’s judiciary, Ebrahim Raisi, said all those who had a role in Soleimani’s killing will not be able to “escape law and justice,” even if they were a U.S. president.

Also, Iran’s Foreign Ministry tweeted that Iran will not rest until perpetrators of Soleimani’s killing are brought to justice.

“By committing a craven act of terror against Gen Soleimani, the US violated int’l law & the UN Charter in a blatant violation of Iraqi sovereignty,” said a post on the ministry’s Twitter account. “The US’ lawlessness in full show. #Iran won’t rest until bringing those responsible to justice.”

Iranian Foreign Minister Mohammad Javad Zarif said Friday that Washington would bear responsibility for the consequences of any possible “adventure” in the region. His comments came during a call with his Kuwaiti counterpart, according to the ministry’s website.

Already, America has conducted B-52 bomber flyovers and sent a nuclear submarine into the Persian Gulf over what Trump administration officials describe as the possibility of an Iranian attack on the anniversary of Soleimani’s killing.

Strategic calculations on both sides have been complicated by the political transition in Washington to President-elect Joe Biden’s administration, which may seek new paths in dealing with Iran.

Also Friday, Iranian video sharing services released an English-language song filmed abroad that praises Soleimani. Footage of Soleimani’s funeral and some videos of him in the battlefield were also shown.

TEHRAN, Iran — Iran’s supreme leader on Saturday called for the “definitive punishment” of those behind the killing of a scientist linked to Tehran’s disbanded military nuclear program, a slaying the Islamic Republic has blamed on Israel.

Israel, long suspected of killing Iranian scientists a decade ago amid tensions over Tehran’s nuclear program, has yet to comment on the killing Friday of Mohsen Fakhrizadeh. However, the attack bore the hallmarks of a carefully planned, military-style ambush.

The slaying threatens to renew tensions between the U.S. and Iran in the waning days of President Donald Trump’s term, just as President-elect Joe Biden has suggested his administration could return to Tehran’s nuclear deal with world powers from which Trump earlier withdrew. The Pentagon announced early Saturday that it sent the aircraft carrier Nimitz back into the Mideast.

In a statement, Supreme Leader Ayatollah Ali Khamenei called Fakhrizadeh “the country’s prominent and distinguished nuclear and defensive scientist.”

Khamenei said Iran’s first priority after the killing was the “definitive punishment of the perpetrators and those who ordered it.” He did not elaborate.

Speaking to a meeting of his government’s coronavirus task force earlier Saturday, President Hassan Rouhani blamed Israel for the killing.

Rouhani said that Fakhrizadeh’s death would not stop its nuclear program, something Khamenei said as well. Iran’s civilian nuclear program has continued its experiments and now enriches uranium up to 4.5 percent, far below weapons-grade levels of 90 percent.

But analysts have compared Fakhrizadeh to being on a par with Robert Oppenheimer, the scientist who led the U.S.’ Manhattan Project in World War II that created the atom bomb.

“We will respond to the assassination of Martyr Fakhrizadeh in a proper time,” Rouhani said.

He added: “The Iranian nation is smarter than falling into the trap of the Zionists. They are thinking to create chaos.”

Friday’s attack happened in Absard, a village just east of the capital that is a retreat for the Iranian elite. Iranian state television said an old truck with explosives hidden under a load of wood blew up near a sedan carrying Fakhrizadeh.

As Fakhrizadeh’s sedan stopped, at least five gunmen emerged and raked the car with rapid fire, the semiofficial Tasnim news agency said.

Fakhrizadeh died at a hospital after doctors and paramedics couldn’t revive him. Others wounded included Fakhrizadeh’s bodyguards. Photos and video shared online showed a Nissan sedan with bullet holes in the windshield and blood pooled on the road.

Hours after the attack, the Pentagon announced it had brought the aircraft carrier Nimitz back into the Middle East, an unusual move as the carrier already spent months in the region. It cited the drawdown of U.S. forces in Afghanistan and Iraq as the reason for the decision, saying “it was prudent to have additional defensive capabilities in the region to meet any contingency.”

The attack comes just days before the 10-year anniversary of the killing of Iranian nuclear scientist Majid Shahriari that Tehran also blamed on Israel. That and other targeted killings happened at the time that the so-called Stuxnet virus, believed to be an Israeli and American creation, destroyed Iranian centrifuges.

Those assaults occurred at the height of Western fears over Iran’s nuclear program. Tehran long has insisted its program is peaceful. However, Fakhrizadeh led Iran’s so-called AMAD program that Israel and the West have alleged was a military operation looking at the feasibility of building a nuclear weapon. The International Atomic Energy Agency says that “structured program” ended in 2003.

IAEA inspectors monitor Iranian nuclear sites as part of the now-unraveling nuclear deal with world powers, which saw Tehran limit its enrichment of uranium in exchange for the lifting of economic sanctions.

After Trump’s 2018 withdrawal from the deal, Iran has abandoned all those limits. Experts now believe Iran has enough low-enriched uranium to make at least two nuclear weapons if it chose to pursue the bomb. Meanwhile, an advanced centrifuge assembly plant at Iran’s Natanz nuclear facility exploded in July in what Tehran now calls a sabotage attack.

Fakhrizadeh, born in 1958, had been sanctioned by the U.N. Security Council and the U.S. for his work on AMAD. Iran always described him as a university physics professor. A member of the Revolutionary Guard, Fakhrizadeh had been seen in pictures in meetings attended by Iran’s Supreme Leader Ayatollah Ali Khamenei, a sign of his importance in Iran’s theocracy.

In recent years, U.S. sanctions lists name him as heading Iran’s Organization for Defensive Innovation and Research. The State Department described that organization last year as working on “dual-use research and development activities, of which aspects are potentially useful for nuclear weapons and nuclear weapons delivery systems.”

Iran’s mission to the U.N., meanwhile, described Fakhrizadeh’s recent work as “development of the first indigenous COVID-19 test kit” and overseeing Tehran’s efforts at making a possible coronavirus vaccine.

TEHRAN, Iran — Iran’s paramilitary Revolutionary Guard launched underground ballistic missiles as part of an exercise involving a mock-up aircraft carrier in the Strait of Hormuz, state television reported Wednesday.

It was the latest barrage in a drill that the previous day saw two American bases temporarily go on alert over the launches.

Drone footage captured by the Guard showed two missiles blasting out from covered positions in what appeared to be a desert plateau in central Iran, with debris flying up in the air in their wake.

The launches took place on Wednesday, said Gen. Amir Ali Hajizadeh, the head of the Guard’s aerospace division. He told state television it was first time the Guard had done this, though the paramilitary force is known to have vast underground bases hiding its ballistic missile arsenal.

Separately, drones targeted the bridge of the fake aircraft carrier, according to the state TV report. The broadcaster did not immediately air footage of the launches or the drone attack, nor did it identify the missiles used in the drill.

However, the drill clearly meant to send a message to the United States.

A semiofficial news agency close to the Guard published a graphic overnight that photoshopped the image of an American carrier into the shape of a casket with a set of crosshairs on it, with a caption quoting Supreme Leader Ayatollah Ali Khamenei pledging to seek revenge for the U.S. drone strike that killed a top Iranian general in January.

The drill — and the American response to it — underlined the lingering threat of military conflict between Iran and the U.S. after a series of escalating incidents last year led to the January drone strike. Tehran responded to that strike by firing ballistic missiles that wounded dozens of American forces in Iraq.

While the coronavirus pandemic has engulfed both Iran and the U.S. for months, there has been a growing confrontation as America argues to extend a yearslong U.N. weapons embargo on Tehran that is due to expire in October. A recent incident over Syria involving an American jet fighter approaching an Iranian passenger plane also has renewed tensions.

Iranian commandos fast-roped down from a helicopter onto the replica in the footage aired Tuesday from the exercise called “Great Prophet 14.” Anti-aircraft guns opened fire on a target drone near the port city of Bandar Abbas.

State television footage also showed a variety of missiles being fired from fast boats, trucks, mobile launchers and a helicopter, some targeting the fake carrier. A commander said the Guard, a force answerable only to Khamenei, planned to fire “long-range ballistic missiles” as well during the drill that continued Wednesday.

In this photo released Tuesday, July 28, 2020, by Sepahnews, a Revolutionary Guard’s speed boat fires a missile during a military exercise. Iranian commandos also fast-roped down from a helicopter onto a replica of an aircraft carrier in the exercise called “Great Prophet 14.” The drill appears aimed at threatening the U.S. amid tensions between Tehran and Washington. (Sepahnews via AP)

Ballistic missile fire detected from the drill resulted in American troops being put on alert at Al-Dhafra Air Base in Abu Dhabi in the United Arab Emirates and Al-Udeid Air Base, the forward headquarters of the U.S. military’s Central Command in Qatar, the military said. Troops sought cover during that time.

“The incident lasted for a matter of minutes and an all clear was declared after the threat … had passed,” said U.S. Army Maj. Beth Riordan, a Central Command spokeswoman.

Both bases are hundreds of kilometers (miles) away from where Iran put the replica aircraft carrier.

The replica used in the drill resembles the Nimitz-class carriers that the U.S. Navy routinely sails into the Persian Gulf from the Strait of Hormuz, the narrow mouth of the waterway through which 20 percent of all oil traded in the world passes. The aircraft carrier Nimitz, the namesake of the class, just entered Mideast waters late last week from the Indian Ocean, likely to replace the aircraft carrier Dwight D. Eisenhower in the Arabian Sea.

It remains unclear when or if the Nimitz will pass through the Strait of Hormuz or not during its time in the Mideast. The aircraft carrier Abraham Lincoln, deployed last year as tensions initially spiked, spent months in the Arabian Sea before heading through the strait. The Eisenhower came through the strait early last week.

To Iran, which shares the strait with Oman, the American naval presence is akin to Iranian forces sailing into the Gulf of Mexico near the coast of Florida. But the U.S. Navy stresses the strait is an international waterway crucial to global shipping and energy supplies. Even as America now relies less on Mideast oil, a major disruption in the region could see prices rapidly rise.

Cmdr. Rebecca Rebarich, a spokeswoman for the U.S. Navy’s Bahrain-based 5th Fleet that patrols the Mideast, said officials were aware of an Iranian exercise she described as “attempting to intimidate and coerce.”

“While we are always watchful of this type of irresponsible and reckless behavior by Iran in the vicinity of busy international waterways, this exercise has not disrupted coalition operations in the area nor had any impacts to the free flow of commerce in the Strait of Hormuz and surrounding waters,” Rebarich said.

___

Other footage from the exercise aired by Iran’s state television showed fast boats encircling the mock-up carrier, kicking up white waves in their wake.

TEHRAN, Iran (AP) — Iran’s paramilitary Revolutionary Guard fired a missile from a helicopter targeting a replica aircraft carrier in the strategic Strait of Hormuz, state television reported on Tuesday, an exercise aimed at threatening the U.S. amid tensions between Tehran and Washington.

The drill, in a waterway through which 20 percent of all traded oil passes, underlines the lingering threat of military conflict between Iran and the U.S. after last summer saw a series of incidents targeting oil tankers in the region. In January, a U.S. drone strike killed a top Iranian general in Baghdad and Tehran responded by firing ballistic missiles targeting American forces in Iraq.

While the coronavirus pandemic has engulfed both Iran and the U.S. for months, there have been increasing signs of a confrontation as America argues to extend a yearslong U.N. weapons embargo on Tehran that is due to expire in October. A recent incident over Syria involving an American jet fighter approaching an Iranian passenger plane also has renewed tensions.

Iranian commandos fast-roped down from a helicopter onto the replica in the footage aired Tuesday from the exercise called “Great Prophet 14.” Other footage showed fast boats encircling the mock-up, kicking up white waves in their wake.

Iranian troops also fired anti-aircraft batteries at a drone target in the exercise from a location that state television described as being near the port city of Bandar Abbas. Troops also fired missiles launched from trucks on land and fast boats at sea, as well as shoulder-fired missiles.

The U.S. Navy warned Tuesday it will take "lawful defensive measures" against vessels in the Mideast that come within 100 meters (yards) of its warships, offering specific guidelines after a recent close encounter with Iranian vessels in the Persian Gulf.

The Guard will use “long-range ballistic missiles with the ability to hit far-reaching aggressor floating targets” during the drill, said Abbas Nilforoushan, the Guard’s deputy commander for operations, according to Guard website sepahnews.com. That suggests the drill could see a repeat of what happened in 2015, when the Guard mock-sunk a replica.

It wasn’t immediately clear if all the footage was from Tuesday, as one overhead surveillance image that appeared to be shot by a drone bore Monday’s date.

The replica resembles the Nimitz-class carriers that the U.S. Navy routinely sails into the Persian Gulf from the Strait of Hormuz, the narrow mouth of the waterway.

The U.S. Navy’s Bahrain-based 5th Fleet did not immediately respond to a request for comment. However, a spokeswoman said on Monday the Navy remains “confident in our naval forces’ ability to defend themselves against any maritime threat” after satellite photos showed the fake carrier being moved into place.

“We cannot speak to what Iran hopes to gain by building this mockup, or what tactical value they would hope to gain by using such a mock-up in a training or exercise scenario,” Cmdr. Rebecca Rebarich told The Associated Press then. “We do not seek conflict, but remain ready to defend U.S. forces and interests from maritime threats in the region.”

TEHRAN, Iran — A misaligned missile battery, miscommunication between troops and their commanders and a decision to fire without authorization all led to Iran’s Revolutionary Guard shooting down a Ukrainian jetliner in January, killing all 176 people on board, a new report says.

The report released late Saturday by Iran’s Civil Aviation Organization comes months after the Jan. 8 crash near Tehran. Authorities had initially denied responsibility, only changing course days later after Western nations presented extensive evidence that Iran had shot down the plane.

The report may signal a new phase in the investigation into the crash, as the aircraft’s black box flight recorder is due to be sent to Paris, where international investigators will finally be able to examine it. It also comes as public opinion remains low over Iran’s government as it faces both crushing U.S. sanctions and vast domestic economic problems.

The shootdown happened the same night Iran launched a ballistic missile attack targeting U.S. troops in Iraq, its response to the American drone strike that killed Guard Gen. Qassem Soleimani in Baghdad on Jan. 3.

At the time, Iranian troops were bracing for a U.S. counterstrike and appear to have mistaken the plane for a missile. The civil aviation report does not acknowledge that, only saying a change in the “alertness level of Iran’s air defense” allowed previously scheduled air traffic to resume.

The report detailed a series of moments where the shootdown of Ukraine International Airlines Flight 752 could have been avoided.

The report said the surface-to-air missile battery that targeted the Boeing 737-800 had been relocated and was not properly reoriented.

Those manning the missile battery could not communicate with their command center, they misidentified the civilian flight as a threat and opened fire twice without getting approval from ranking officials, the report said.

“If each had not arisen, the aircraft would not have been targeted,” the report said.

Western intelligence officials and analysts believe Iran shot down the aircraft with a Russian-made Tor system, known to NATO as the SA-15. In 2007, Iran took the delivery of 29 Tor M1 units from Russia under a contract worth an estimated $700 million. The system is mounted on a tracked vehicle and carries a radar and a pack of eight missiles.

The report did not say why the Guard moved the air defense system, though that area near the airport is believed to be home to both regular military and bases of the paramilitary Guard.

The report notes that the Ukrainian flight had done nothing out of the ordinary up until the missile launch, with its transponder and other data being broadcast.

“At the time of firing the first missile, the aircraft was flying at a normal altitude and trajectory,” the report said.

The plane had just taken off from Imam Khomeini International Airport when the first missile exploded, possibly damaging its radio equipment, the report said. The second missile likely directly struck the aircraft, as videos that night show the plane exploding into a ball of fire before crashing into a playground and farmland on the outskirts of Tehran.

The report put the blame entirely on the crew of the missile battery. Already, six people believed to be involved in the incident have been arrested, judiciary spokesman Gholamhossein Esmaili reportedly said in June. He said at the time three had been released on bail while the other three remained held.

In recent months, Iran has repeatedly delayed releasing the aircraft’s so-called black box, which includes data and communications from the cockpit leading up to the shootdown. The U.S., under international regulations, has a right to be part of the investigation as the plane involved was a Boeing plane.

Iran is to send the black box to France on July 20, where Ukrainian and French experts are expected to examine it, Iran’s state-run IRNA news agency recently reported. Iranian officials did not have the equipment on hand to read data from the box.

The plane, en route to the Ukrainian capital of Kyiv, was carrying 167 passengers and nine crew members from several countries, including 82 Iranians, 57 Canadians — including many Iranians with dual citizenship — and 11 Ukrainians, according to officials. The route was popular with those traveling onward to Canada.

After the assassination of Soleimani in the U.S. drone strike, millions came out for funeral processions in his honor across Iran. However, his burial — which also saw a stampede that killed dozens — came just as the Guard shot down the airliner, igniting public anger against a paramilitary force that answers only to Supreme Leader Ayatollah Ali Khamenei.

TEHRAN, Iran — Iran’s Revolutionary Guard said it put the Islamic Republic’s first military satellite into orbit, dramatically unveiling what experts described as a secret space program with a surprise launch Wednesday that came amid wider tensions with the United States.

Using a mobile launcher at a new launch site, the Guard said it put the “Noor,” or “Light,” satellite into a low orbit circling the Earth. While the U.S., Israel and other countries declined to immediately confirm the satellite reached orbit, their criticism suggested they believed the launch happened.

Iranian state TV late Wednesday showed footage of what it said was the satellite and said it had orbited the Earth within 90 minutes. It said the satellite’s signals were being received. Already, Iran has abandoned all the limitation of its tattered nuclear deal with world powers, from which President Donald Trump unilaterally withdrew America in 2018. Trump’s decision set off a monthslong series of escalating attacks that culminated in a U.S. drone strike in January that killed a top Iranian general in Iraq, followed by Tehran launching ballistic missiles at American soldiers in Iraq.

As the world grapples with the coronavirus pandemic and historically low oil prices, the missile launch may signal a new willingness to take risks by Iran.

“This raises a lot of red flags,” said Fabian Hinz, a researcher at the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies in Monterey, California. “Now that you have the maximum pressure campaign, Iran doesn’t have that much to lose anymore.”

How did the launch go?

On its official website, the Guard said the satellite successfully reached an orbit of 425 kilometers (264 miles) above the Earth’s surface. The Guard called it the first military satellite ever launched by Tehran.

The three-stage satellite launch took off from Iran’s Central Desert, the Guard said, without elaborating.

Hinz said based on state media images, the launch appeared to have happened at a previously unnamed Guard base near Shahroud, Iran, some 330 kilometers (205 miles) northeast of Tehran. The base is in Semnan province, which hosts the Imam Khomeini Spaceport from which Iran’s civilian space program operates.

The paramilitary force said it used a Ghased, or “Messenger,” satellite carrier to put the device into space, a previously unheard-of system. It described the system as using both liquid and solid fuel.

A rocket attack in Iraq that killed two American troops and one U.K. service member was “most likely” conducted by a Shia militia group, but the Pentagon is still investigating, the top commander of U.S. forces in the Middle East said.

“Today, the world’s powerful armies do not have a comprehensive defense plan without being in space, and achieving this superior technology that takes us into space and expands the realm of our abilities is a strategic achievement,” said Gen. Hossein Salami, the head of the Guard. He described the satellite as “multifunctional.”

Wednesday marks the 41st anniversary of the founding of the Guard by Iran’s late leader, Ayatollah Ruhollah Khomeini. An image of the rocket that carried the satellite showed it bore a Quranic verse typically recited when going on a journey, as well as a drawing of the Earth with the word Allah in Farsi wrapped around it.

The Guard, which operates its own military infrastructure in parallel to Iran’s regular armed forces, is a hard-line force answerable only to Supreme Leader Ayatollah Ali Khamenei.

Responding to a query from The Associated Press, Iranian Information and Communications Technology Minister Mohammad Javad Azari Jahromi wrote on Twitter that the Guard’s space program was “defensive” in nature, while the overall program was “peaceful,” without elaborating.

What was the response?

International criticism of the launch came quickly.

U.S. Secretary of State Mike Pompeo said: “Iran needs to be held accountable for what it’s done.”

At a Pentagon news conference Wednesday, senior officials called the satellite launch a provocation. “We view this as further evidence of Iran’s behavior that is threatening in the region,” said David Norquist, the deputy secretary of defense.

Gen. John Hyten, vice chairman of the Joint Chiefs of Staff, said the launched vehicle “went a very long way.” He said it was too early to say whether Iran successfully placed a satellite in orbit.

Israel’s Foreign Ministry described the launch as a “facade for Iran’s continuous development of advanced missile technology.” German Foreign Ministry spokesman Christofer Burger warned that “the Iranian rocket program has a destabilizing effect on the region and is also unacceptable in view of our European security interests.”

U.S. Army Maj. Rob Lodewick, a Pentagon spokesman, told The Associated Press that American officials continue to monitor Iran’s program.

“While Tehran does not currently have intercontinental ballistic missiles (ICBMs), its desire to have a strategic counter to the United States could drive it to develop an ICBM,” Lodewick said.

Iran has suffered several failed satellite launches in recent months. The latest came in February, when Iran failed to put its Zafar 1 communications satellite into orbit.

That failure came after two failed launches of the Payam and Doosti satellites last year, as well as a launchpad rocket explosion in August. A separate fire at the Imam Khomeini Space Center in February 2019 also killed three researchers, authorities said at the time.

The rocket explosion in August drew even the attention of Trump, who later tweeted what appeared to be a classified surveillance image of the launch failure. The successive failures raised suspicion of outside interference in Iran’s program, something Trump himself hinted at by tweeting at the time that the U.S. “was not involved in the catastrophic accident.”

Tension builds

The U.S. alleges such satellite launches defy a U.N. Security Council resolution calling on Iran to undertake no activity related to ballistic missiles capable of delivering nuclear weapons.

Iran, which long has said it does not seek nuclear weapons, previously maintained its satellite launches and rocket tests do not have a military component. The Guard launching its own satellite now calls that into question.

Tehran also says it hasn’t violated a U.N. resolution on its ballistic missile program as it only “called upon” Iran not to conduct such tests.

Wednesday’s launch, however, raised new questions. While Iran isn’t known to have the know-how to miniaturize a nuclear weapon for a ballistic missile, any advances toward an intercontinental ballistic missile would put Europe and potentially the U.S. in range.

Tensions have increased elsewhere as well. A U.S. Navy video last week showed small Iranian fast boats coming close to American warships as they operated in the northern Persian Gulf near Kuwait, with U.S. Army Apache helicopters. On Sunday, the Guard acknowledged it had a tense encounter with U.S. warships in the Persian Gulf, but alleged without offering evidence that American forces sparked the incident.

Trump acknowledged the incident in a tweet Wednesday, saying: “I have instructed the United States Navy to shoot down and destroy any and all Iranian gunboats if they harass our ships at sea.” The U.S. Navy’s Bahrain-based 5th Fleet referred questions on the tweet to the Pentagon, which did not immediately respond to a request for comment.

TEHRAN, Iran — Iran’s paramilitary Revolutionary Guard acknowledged Sunday it had a tense encounter with U.S. warships in the Persian Gulf last week, but alleged without offering evidence that American forces sparked the incident.

The incident Wednesday saw the U.S. Navy release video of small Iranian fast boats coming close to American warships as they operated in the northern Persian Gulf near Kuwait, with U.S. Army Apache helicopters.

In the Guard’s telling, its forces were conducting a drill and faced “the unprofessional and provocative actions of the United States and their indifference to warnings.” It said the Americans later withdrew.

The Guard released no evidence to support its allegation, but did release a video showing an Iranian boat traveling in parallel with a U.S. warship. At one point, a deck-mounted machine gun on the Iranian vessel is seen pointed toward the American ship.

The Guard also accused American forces of blocking Iranian warships on April 6 and April 7 as well.

Lt. Pete Pagano, a spokesman for the U.S. Navy’s Bahrain-based 5th Fleet, said the Navy stood by its earlier description of the incident Wednesday.

“Regarding any other interactions with our ships, U.S. forces continue to remain vigilant and are trained to act in a professional manner,” Pagano told The Associated Press in reference to the Guard’s claims of other recent incidents.

The incident comes amid still-heightened tensions between Iran and the U.S. despite the ongoing coronavirus pandemic. Though Iran has not acknowledged the incident, private security firms say the Guard was behind the seizure.

TEHRAN, Iran — An Iranian rocket failed to put a satellite into orbit on Sunday, state television reported, the latest setback for a program the U.S. claims helps Tehran advance its ballistic missile program.

The launch happened at 7:15 p.m. local time at Imam Khomeini Spaceport in Iran’s Semnan province, some 230 kilometers (145 miles) southeast of Iran’s capital, Tehran. A Simorgh, or “Phoenix,” rocket couldn’t put the Zafar 1 communications satellite into orbit, however, due to a low speed, Iranian state TV reported.

“Stage-1 and stage-2 motors of the carrier functioned properly and the satellite was successfully detached from its carrier, but at the end of its path it did not reach the required speed for being put in the orbit,” Defense Ministry space program spokesman Ahmad Hosseini told state TV.

Hosseini still sought to portray the failure as a “remarkable” achievement for its space program. Previous Simorgh launches of the 80-ton satellite carrier suffered other failures.

In the days leading up to the launch, Iranian officials had been promoting the mission, including the country’s Information and Communications Technology Minister Mohammad Javad Azari Jahromi. His quick rise through the Islamic Republic’s carefully managed political system already is generating speculation he could be a candidate for Iran’s 2021 presidential campaign.

Jahromi acknowledged the unsuccessful launch in a tweet shortly after the news broke on state TV, comparing it to a “few samples of US launch failures.”

“But We’re UNSTOPPABLE! We have more Upcoming Great Iranian Satellites!” Jahromi tweeted in English, including a satellite emoji. He later tweeted in Farsi that “sometimes life does not go the way we like it to go.”

He added: “Please do not pay attention to fake news.”

This Feb. 4, 2020, satellite image from Maxar Technologies, shows preparations at a rocket launch pad at the Imam Khomeini Space Center in Iran’s Semnan province. (Maxar Technologies via AP)

The launch had been planned amid celebrations ahead of the February anniversary of Iran’s 1979 Islamic Revolution. Iran routinely unveils technological achievements for its armed forces, its space program and its nuclear efforts during this time. Satellite images by Colorado-based Maxar Technologies obtained by The Associated Press showed the launch tower for the rocket bore massive images of the revolution’s leader, the late Ayatollah Ruhollah Khomeini, and the current Iranian supreme leader, Ayatollah Ali Khamenei.

Iran had spent just under 2 million euros to build the Zafar 1, Jahromi previously said. Officials planned for the satellite, whose name means “victory” in Farsi, to remain in orbit for 18 months before crashing back through the Earth’s atmosphere and disintegrating.

Sunday’s failure came after two failed launches of the Payam and Doosti satellites last year, as well as a launchpad rocket explosion in August. A separate fire at the Imam Khomeini Space Center in February 2019 also killed three researchers, authorities said at the time.

The rocket explosion in August drew even the attention of U.S. President Donald Trump, who later tweeted what appeared to be a classified surveillance image of the launch failure. The three failures in a row raised suspicion of outside interference in Iran’s program, something Trump himself hinted at by tweeting that the U.S. “was not involved in the catastrophic accident.”

Iran postponed the launch from Saturday, the same day the country faced a major cyberattack.

The U.S. alleges such satellite launches defy a U.N. Security Council resolution calling on Iran to undertake no activity related to ballistic missiles capable of delivering nuclear weapons. American officials, as well as European nations, worry such launches could help Iran develop intercontinental ballistic missiles capable of carrying nuclear weapons.

The State Department did not immediately respond to a request for comment and the White House did not immediately acknowledge the launch.

Iran, which long has said it does not seek nuclear weapons, maintains its satellite launches and rocket tests do not have a military component. Tehran also says it hasn’t violated the U.N. resolution as it only “called upon” Tehran not to conduct such tests. Western missile experts have also questioned the U.S. contention that Iran’s program could have a dual use for nuclear weapons.

Over the past decade, Iran has sent several short-lived satellites into orbit and in 2013 launched a monkey into space.

The launch comes amid heightened tensions between Iran and the U.S. since Trump unilaterally withdrew America from Tehran’s 2015 nuclear deal with world powers in May 2018. Iran since has begun breaking terms of the deal limiting its enrichment of uranium.

Meanwhile, a series of attacks across the Persian Gulf culminated with a U.S. drone strike in Baghdad killing Iran’s Revolutionary Guard Gen. Qassem Soleimani and a retaliatory ballistic missile strike by Iran on Iraqi bases housing American troops earlier this month. Iran also accidentally shot down a Ukrainian commercial airliner taking off from Tehran amid the tensions, killing all 176 people on board.

Earlier Sunday, Iran unveiled a new ballistic missile.

TEHRAN, Iran — Iran sent mixed signals Thursday as tensions with the U.S. appeared to ease, with President Hassan Rouhani warning of a “very dangerous response” if the U.S. makes “another mistake” and a senior commander vowing “harsher revenge” for the killing of a top Iranian general.

Both sides appeared to step back on Wednesday after Iran launched a series of ballistic missiles at two military bases housing American troops in Iraq without causing any casualties. Iran said the attack was retaliation for the U.S. strike that killed Gen. Qassem Soleimani, the architect of its regional security strategy, in Iraq earlier this week.

Rouhani said the missile attack was a legitimate act of self-defense under the U.N. Charter, but he warned that “if the U.S. makes another mistake, it will receive a very dangerous response.”

In addition to launching the missile attack, Iran also abandoned its remaining commitments under the 2015 nuclear deal, which President Donald Trump had walked away from in May 2018. But Rouhani said Thursday that Iran would continue to cooperate with U.N. inspectors.

Senior Iranian military commanders struck a more defiant tone.

Abdollah Araghi, a member of Iran’s joint chiefs of staff, said the Revolutionary Guard “will impose a harsher revenge on the enemy in the near future,” according to the semi-official Tasnim news agency.

Tasnim also quoted Gen. Ali Fadavi, the acting commander of the Guard, as saying the missile attack was “just one of the manifestations of our abilities.”

“We sent dozens of missiles into the heart of the U.S. bases in Iraq and they couldn’t do a damned thing,” he was quoted as saying.

Gen. Amir Ali Hajizadeh, who leads the country’s aerospace program, said that while Iran only fired 13 missiles at the two bases, “we were prepared to launch hundreds.” He said Iran had simultaneously carried out a cyberattack against U.S. monitoring systems.

He also repeated unsubstantiated claims that dozens of Americans were killed or wounded in the strikes. But he said the goal of the operation was not to kill anyone, but to “strike the enemy’s military machine.”

On Wednesday, Trump signalled that he would not retaliate militarily for the strike on the bases. That raised hopes that the current standoff, which brought the two countries to the brink of an all-out war, may be winding down.

The strike that killed Soleimani also killed a high-ranking commander of the Iran-backed militias in Iraq known as the Popular Mobilization Forces, which had also vowed to take revenge. That fueled concerns that Iran’s regional proxies may carry out attacks.

But U.S. Vice President Mike Pence said the militias also appeared to be standing down.

“We are hearing some intelligence to suggest that Iran is sending a message to the militias not to move forward,” he told the Fox News Channel, without elaborating.

Rouhani meanwhile spoke by phone Thursday with Prime Minister Boris Johnson, urging Britain to denounce the killing of Soleimani.

As head of Iran’s elite Quds Force, Soleimani had mobilized powerful militias across the region and was blamed for deadly attacks against Americans going back to the 2003 U.S.-led invasion of Iraq. In Iran, he is seen by many as a national hero who played a key role in defeating the Islamic State group and resisting Western hegemony.

Without Soleimani’s efforts leading forces in Syria and Iraq against IS, “you would not have peace and security in London today,” Rouhani was quoted as saying by Vice President Alireza Moezi, who tweeted about the call with Johnson.

Downing Street confirmed the call, saying Johnson called for “an end to hostilities” in the Gulf. It said the U.K. stands by the nuclear deal and is urging Iran to return to full compliance.

Pence said the United States would call on its European allies to abandon the “disastrous” nuclear deal and demand greater concessions from Iran.

Britain, France, Germany, China and Russia, the other signatories to the agreement, have continued to adhere to it, viewing it as the best hope of preventing Iran from developing the ability to quickly build a nuclear weapon.

The Europeans have sought ways to continue trading with Iran but have been largely unable to circumvent the crippling sanctions imposed by Trump. The sanctions have devastated Iran’s economy and have been a key factor in the monthslong escalation.
