Lt. Cmdr. Christopher Olsen was charged May 7 at Naval Base San Diego with the unpremeditated murder of his wife.
Chief of Naval Operations Adm. James W. Kilby listed improved recruiting and the embrace of unmanned and manned systems as priorities.
The commander's comments come amid concerns from Congress that the Pentagon is considering reducing the number of U.S. troops on the continent.
Cmdr. Christopher Johnson was relieved of his duties "due to a loss of confidence in his ability to command," the Navy said.
